There is no way to get it without using a cheating device in the U.S. version of the game. It is, however, possible to get it in the jap version, just don't know how.

if you want to get celebi without cheating then you'll need both gold and silver versions and trade all pokemon to crystal that you cant catch, then got to the people that make the game, they normally put themselves in there as game freak, and talk to one of them, they should give you celebi for catching all pokemon.
